100% complete listings?

I'm curious on others' opinions - what do you think of lego listings that say "100% complete" in the title but then in the description it says "no mini figures." I understand that the seller is saying all the pieces are there, but how can a set be "100% complete" without the figs? If it's all in the title together, I'm even ok. But when it's not, this is misleading, but I don't know if it's just a pet peeve of mine?
