Minifig shipping costs?

I have made a couple of trades in the last 2 weeks and today I was charged a different shipping rate. My previous 2 padded envelopes that I shipped I was charged $2.07. Today I shipped another 3 figs and I was charged just $1.12. Both were sent via first class. The $2.07 envelopes the clerk marked as parcel and the clerk today (different lady) marked the padded envelope as large envelope. One dollar difference seems like a lot to me. How much does everyone else get charged? Was I getting ripped off before? Might have to remember when this new girl works :)
