How to find discounts?

Hi everyone! I'm relatively new to the BrickPicker scene, but I've been lurking and reading articles for the last week or so. From everything I have been reading, doing any investing in LEGO seems to completely hinge on your ability to find products at a high discount rate (30-40%). I wanted to know what are the "best practices" that you guys have for finding discounts? I know that the BrickPicker site has a place to see Amazon/Target/Wal*Mart discounts, but from what I have seen some of the sets listed there are not being offered at the discount price listed (for example, many of the discounts on the Target page are not discounted once you are redirected to the Target store website). Are the deals listed on these pages for online shopping or in-store shopping? What controls which sets go on discount in brick-and-mortar stores? I have read that it isn't consistent across the board, so I guess it is up to the store's discretion based on supply/demand? Another question I am really wondering about is how often to sets actually go on sale? If I am wanting to track the discounts (Target/Amazon/Walmart) on this site, is that something that changes daily? weekly? monthly? How often do 30-40% discounts even get offered? I have yet to see a 40% discount anywhere. Just looking for some advice on how to catch the deals when (if) they ever come around. Thanks everyone!
