How "exclusive" is an exclusive set?

Hi all, new member here and has been a Lego fan since my childhood days. All these years, I have treated Lego as children's toys but since owning my first Modular( The Grand Emporium) in 2010, I never looked at Lego the same way again. Yes, I'm very into Modular although recently I'm starting to venture into Technics, the so called "untapped market" as one of the articles describe in here. Like any other collectors, I'm quite astounded how the value of certain modular sets has grown over the years esp Town Hall. What actually makes Town Hall set so special? Is it the color scheme? or the quantity of this set produced is capped around the world? I also own a Pet Shop, although this set was released a year earlier compared to TH, but this appreciation of this set is way slower than the latter. If the appreciation of the Lego sets indeed correlates with the qty produced and not by its uniqueness, is there a way to tell which the production quantity of a particular set in Brickpicker or any other websites? Any inputs are highly appreciated!
