Target online and in-store reseller ban

So is Target banning resellers? My online tax exempt account is now banned - my first ban- and they no longer accept tax exempt certificates in store or online. Add to that reports of strict purchase limits and the ability to turn you away if they suspect you are reselling and it is looking as a likely scenario. Wondering if others are having the same fate with their tax exempt online accounts.
