When can I say set is 100% Complete

Hi Everyone i am new to selling Lego and investing. I Came a across a scenario where some one was asking me if my used set I was selling is 100% complete. I said yes all pieces are there to make the set. Then he asked if the spare pieces were there to. I did not now if they were there. So my question to all of you is when can i say the set is 100% complete. Is it when i have all the pieces to build the set or is it when i have all the pieces for the set and all the spare pieces? Thanks
