Canada import tax

I need to send $800 worth of LEGO to Canada and would appreciate any inputs regarding the import taxes there. I would imagine putting $800 valuation + shipping on the package would instantly put it under customs "care". I am not interested in putting lower valuation on my package to avoid taxes, so what I want to know: 1. What is the estimated import, custom, or other taxes that would be expected from my recipient ? Is there any way to know this before I send the items ? 2. What happens if the recipient refuse to pay the tariff / taxes ? 3. What is the best carrier to use for mailing to Canada: USPS, UPS, or Fedex ? Inputs from senders and recipients are appreciated. 4. Does any of the above carriers offer signature confirmation for international shipment ? 5. Fedex estimated fees include something called Clearance Entry Fee, will this cover all import taxes and tariffs ? Feel free to reply to this post or PM me directly with your inputs. Thanks
