Who are buying the marked up brand new star wars legos?

Greeting everyone! My very first post here! I am very new at this :-) I buy for fun and collecting Star Wars sets that may become valuable one day. I've noticed something of late. I try to only buy retail box price from the Lego store, shop or large retailers. Why is that some collectors are trying to sell sets that are still on the shelves for a markup of 20-30% on eBay.
