What should I do with my 9499 Gungan Sub?

What should I do. I recently bought the 9499 Gungan Sub and it was missing three of the four minifigures and nothing else. I already tried the Lego customer service and I would have to pay to get the minifigures that I need. Should I return the set to get another one or something else?
